Storage tank removal at 163 Wolfs Lane reveals expired 2019 apartment project

The 163 Wolfs Lane Property has seen action after the site plan for an apartment complex that was approved in Nov. 2019 by the Village of Pelham Board of Trustees, expired.

According to Jim Morris, Assistant Building Inspector for the Village of Pelham Building Department, the 163 Wolfs Lane Site Plan expired with no building permits ever issued.

“The process would need to start over for development to occur,” Morris said.

Morris added that there were no efforts to restart the review process that he was aware of after digging seen at the gas station on Tuesday led to inquiries about the beginning of the development of the proposed apartment complex.

“Currently, the owner of the property is removing the underground storage tanks,” Morris clarified.

The proposal for an apartment building at 163 Wolfs Lane was first presented by Concrete Ventures, LLC at 8:15 p.m. on Mar. 19, 2019, at the Village of Pelham Planning Board (PPB) Meeting.

The building was originally set out to be five stories and 54,309 square feet, with 28 rental units and 1,400 total square feet of street-access retail space, according to the 163 Wolfs Lane Development Proposal created by the firm Zarin and Steinmetz.

The 163 Wolfs Lane Apartment Plan sought to revitalize the abandoned gas station and make use of the changes to the Business Development Floating Zone (BDFZ).

By May 2019, several meetings after the original proposal, the PPB modified its site plan following the suggestions of the Architectural Review Board.

Notably, the PPB reduced the number of units from 28 to 27 to avoid surpassing BDFZ regulations, addressing concerns about increases in student population that the new building would bring, according to a report by WXY Architecture and Urban Design.

The PPB also included a reduction in the height of the apartment building, something advocated for by neighbors due to the imbalance of the complex with nearby houses, according to the PPB’s Recommendation to the Board of Trustees on 163 Wolfs Lane.
